Welcome to RCM of Washington's Blog: RCM - Revitalizing Community Membership: Empowering Independence. Our blog is designed to keep you updated with the many activities, programs and events that we offer.

About Us:

For 17 years, RCM's promise for each person we support is to provide a positive pathway toward empowering independence, with an emphasis on community.

RCM of Washington has provided services and supports in the District of Columbia since 1998 to people with intellectual and/or developmental disabilities with a positive pathway toward Revitalizing Community Membership empowering independence and integration to their community.

Our Mission:

Our unique approach provides those we support with the critical services they need to set attainable goals and develop action plans toward maintaining stable, safe and affordable housing, gaining sustainable employment and living the lives they want, within their community.


Meet Our Board Of Directors:

Amy L. Brooks 
Chief Executive Officer

Amy is the Founder and CEO of RCM. She has an extensive background in Healthcare Administration. Amy enjoys empowering people to live their lives to the fullest and is most interested in being an active advocate for self-advocacy. 

Amy sits on many boards around the city including, ANCOR, Shared Horizons, APSE, and The DC Coalition. 

Amy’s other passions in life are taking care of animals, traveling, and spending time with family and friends.




Danielle M. Darby
Chief Operating Officer

Danielle is a graduate of The Ohio State University and is the COO at RCM. She began her career as a DSP in 1996 and quickly realized her passion for working with people with intellectual disabilities. 

Danielle has helped RCM grow and provides a wide variety of services for the organization. She formally served as the President for The DC Coalition of Disability Service Providers and is a current board member. She is also a member of the DDS Advisory Committee and the Medical Care Advisory Committee (MCAC).




Susan C. Brooks 
Operations Manager

Susan is a graduate of Bowling Green State University and is the Operations Manager at RCM. Growing up with a sister who had Cerebral Palsy, she found her passion for people with disabilities early in life. 

Originally from Ohio, Susan is a recent transplant to DC and is enjoying exploring different neighborhoods, restaurants, and all that DC has to offer. 





Carl W. Heinlein
ARM, CPEA, CSHM, CSP, CRIS, OHST

Sr. Safety Consultant
American Contractors Insurance Group, Inc
Pittsburgh, Pennsylvania

Mr. Heinlein holds a Master's Degree in Safety & Environmental Management from West Virginia University and the ARM, CSP, CSHM, CPEA, CRIS and OHST safety and risk management certifications and designations. 

Mr. Heinlein is a member of the National Institute of Occupational Safety and Health (NIOSH) National Occupational Research Agenda (NORA) Construction Sector. He also sits on the editorial advisory board for Environmental Health and Safety (EHS) Today Magazine.

He is the current Chair of the West Virginia University's Safety and Environmental Management Graduate Program Visiting Committee.  Mr. Heinlein has recently been appointed as the President of the Board of Certified Safety Professionals (BCSP).

Mr. Heinlein is an active member of the American Society of Safety Engineers, the American Industrial Hygiene Association, the Associated General Contractors of America, and the National Safety Council.





Christine Shaw 
Retired Public School Educator

Christine "Kisne" Shaw is retired from over 35 years in public education. She holds Masters Degrees in Education Administration and Reading Specialist, serving in positions as a classroom teacher from grades K-12, Reading Specialist,  Title I Teacher Leader, School Principal, and District Administrator of Federal Programs, directing academic intervention programs for high-poverty schools, School Improvement programs, and Title I Neglected and Delinquent programs in residential facilities for youth. She is a partner in an educational consulting business, Assessment Solutions, LLC, working to establish high-quality, universal pre-k education.





Temoer Terry 
Insurance Industry / Entrepreneur

Temoer Terry is a serial entrepreneur and former NCAA Div-1 Wrestling All-American.  He started in the insurance business 15yrs ago and currently services  numerous clients and is also a partner in two other businesses in the Logistics and Import/Export industries.  

Temoer resides in Virginia Beach, VA with his wife, Paula, and enjoys traveling and coaching wrestling.




Guiding Principles:

At RCM, we believe that this kind of every-day normal is attainable for every person we support. But it takes creativity and thinking beyond the “blue prints” that we as social service providers have considered standard.

DIVERSITY is honored and celebrated, with the realization that each person is unique, and that “normal” is a subjective word;

LIFELONG LEARNING is respected and fostered in our staff and in the people we support, as we build knowledge and relationships based on reciprocal teaching and learning;

CREATIVITY is encouraged in thinking and in taking chances and risks—sometimes “failing fast”—to achieve positive outcomes cases “use” is a better choice than “utilize.”

ADVOCACY is utilized to empower the persons we support to achieve their desires;

A SENSE OF FAMILY AND BELONGING permeates the relationships among the staff of RCM and with and among the persons we support; 

MEANINGFUL COMMUNITY PARTICIPATION is realized, as all persons receive individualized supports to become valued members of their community. 

Community Advocacy:

RCM is a leader in District advocacy efforts for people with Intellectual and Developmental Disabilities. We are active partners with our government agencies (www.dds.dc.gov) (www.dhcf.dc.gov) in policy development, demonstration projects and system reforms. We actively partner with George Washington University and their Hospital, Georgetown University, member of the Department of Disability Services (DDS) Advisory Board, the Medical Care Advisory Committee (MCAC), APSE, the DC Coalition of Disabilities Service Providers Board of Directors and a nationally the ANCOR Board of Representatives. 

RCM actively supports the Quality Trust for Individuals with Disabilities and DC Project Action a self-advocacy organization. RCM works with self-advocates who provide training, legislative support and community education.

We regularly hold events where we honor self-advocates, and advocates from RCM for the empowerment they have provided towards inclusion and becoming community stakeholders.
